Driving in fog

Do some many idiots not turn on any lights when driving in fog? When I left the end of my road on Sunday morning I certainly couldn’t see 100 meters so had my rear fog light on. (I don’t have front fog lights on the car I drive) what I found shocking was that around half the cars I passed in what was quite thick fog had no lighting on at all.

Then I’m not sure if there’s much you can do about this.. I imaging some people will say that their car knows when to turn the headlights on automatically not realising the system being used to do this has the manual on switch for this very reason, but this won’t have been the case it all the cars I passed. Do we need to run advertising campaigns saying if it’s foggy turn on your lights?
